Genaro Montes Díaz

Genaro Montes obtained a Law Degree from Universidad del Valle de México Campus Querétaro, he has Postgraduate Diploma in Customs Inspectorate by the École Nationale des Douanes (National School of Customs at France), and a Master’s Degree in Corporate Law, certificated with honors “Summa Cum Laude” from Universidad Anáhuac Querétaro.

He also has a Postgraduate Certificates in Foreign Trade and Customs, Management Directive and International Treaties on Human Rights.

  • He started his career in 1996 doing internships at the Foreign Trade Promotion Department at Queretaro's Federal Delegation (at that time) SECOFI.
  • From 1997-2000, he worked at the Tax Administration Service (SAT) of the Ministry of Finance and Public Credit, at Legal, Customs and Audit General Administrations, where he served as Head of the International Trade and Customs Regulations, Head of Customs Operations, Deputy Administrator of Industrial Sectors and Deputy Administrator of International Trade Audit respectively.
  • In 2000, he was appointed by the Governor of Queretaro as State Government Representative at Mexico City, being responsible of coordinating policy, economic and tourist advocacy activities for Querétaro state, before the federal authorities and the representation of foreign government offices and international organizations established in Mexico.
  • From July 2001 he was invited to rejoin the Tax Administration Service in the Customs General Administration, serving as Private Secretary and International Affairs Advisor of the Customs Director General.
  • As International Affairs Advisor, he was responsible for the developing of the project to create the Mexico's Representative office before the European Union and the World Customs Organization (WCO), which allowed him to participate representing Mexico as part of the High Level Steering Group in the creation and development of the Framework of Standards to Secure and Facilitate Global Trade, known as SAFE.
  • In 2003 he served as Customs Supervision Administrator, responsible of verifying the rules, procedures and transparency compliance within the 49 customs in the country.
  • In 2004, as a result of work performed within the WCO and derived from his experience in national and international customs operation, he was appointed SAT Representative Minister before the European Union and the World Customs Organization, with permanent headquarters in Brussels, Belgium, being the first Mexican to hold this position. He was in charge of the implementation of the Agreement on Mutual Administrative Assistance in Customs Matters between Mexico and the European Union, creating partnerships with the member countries Customs Administrations.
  • During his management before the WCO, Mexico participated for the first time in the governing bodies of that organization, being a member of the Policy Commission, the Finance Committee and the Audit Committee. He also achieved the incorporation of Spanish as a working language in the Committee and Sub Committees of the Harmonized System and the General Sessions of the Council, in addition Mexico's accession to SAFE. He also was part of Customs Attaches Association accredited in Brussels.
  • In 2008 he was appointed as the Port Director of Queretaro's Interior Customs. During his tenure, the operations increased and the qualification and implementation of the Customs Section of Queretaro's Intercontinental Airport was achieved.
  • From August 2009 until 2013, the Board of Directors of the National Insurance Company AGROASEMEX, SA, appointed him as Compliance Officer, performing functions of corporate governance and regulatory compliance oversight of financial and insurance matters.
  • In the academic field, he participated in the planning and delivery of several training programs for mid and superior cadre levels for SAT officials. Since 2010, he is Professor at the Faculty of Law at the Universidad Anáhuac Querétaro, teaching the subjects Customs Law, Economic Integration and Foreign Trade and also the subject Foreign Investment in the Corporate Law Master's degree program.
  • He has also been invited to speak on several occasions, to give lectures on Customs and Foreign Trade, organized by the WCO, the Tax Administration Service, Tax and Foreign Trade Virtual University, ITESM, UVM, UAQ, La Salle University and in the International Trade Olympiad, among others.
  • Currently, he leads the Sub Committee on Legal Affairs in the Commission of Foreign Trade and International Affairs of COPARMEX Queretaro and he is member of the Barra Queretana, Colegio de Abogados, A.C. (Queretaro’s Bar Association).
